Sorry to hear you are having problems with your iPad.
The question: why did it fail to start???
You didn't mention anything about how far the battery may have been discharged ??
Eventually had to reconnect to laptop, start itunes (which initially did not recognize the ipad) and after holding restart button down for about 15 seconds got the apple logo.
That isn't necessary. If your iPad won't startup normally, when you connect it to your computer, it will startup automatically, no need to hold down the start button, in fact, it may cause problems for the hardware by doing so.
Would be interesting to get Apple's viewpoint.

hi just been bought an ipad, looks like i shoudl set up using itunes via my pc
Guess what ipad is not being recognised in itunes, i have installed the very latest version and still nothing.

Yes you must first set up in iTunes. Read this information if the device is not being recognized in iTunes.
