reseting scratch disks AARRRGH !

I have been trying to figure this out for months and months-I am sure it is simple but...
All I want to do is copy on Final Cut Project from Xtrnl Hard Drive A to Xtrnl Hard Drive B.
So:drag entire contents of copy from A to B.
Unless A is still connected to computer,B does not work.
So the reset scratch appears,and one or more of disks does not appear...so...reconnect drive A...and hit "SET" on drive B which appears in menu below A.
Choose Folder,Ok,then sorry non-writeable.
I am confused.
Is there a way to make the second drive self contained so drive A doesn't need to be plugged in as well?

so this is what I have done so far.Copied from xtrnl A to B.With A still connected to computer,I went to project on B,brought up scratch disk preferences,drive A is referenced,I then added drive B by checkmarking audio/video/render/boxes,and hitting set.A folder window appears of drive B's FCE project.I select it. So now I have TWO scratches logged ,A and B.I now disconnect A.Lets see what happens when I go to bring up B as an isolated,fully workable project...
OK so,RESET SCRATCH DISKS...ONE OR MORE of your chosen scratch disks cannot be found.
So,maybe A still needs to be connected,I will start over.

No, no, no. Copy the media. Unmount A. Connect B. Launch FCE. It will bring up a dialog asking you to reset the scratch disk. Do it. Reset drive to B, your one and only connected drive. The project opens, if it needs to find the media that it thinks is on drive A it will ask to reconnect it. Reconnect to the media that's on drive B. It's really not that hard. You're making it way more complicated than it is.
