Does Multi-tasking (in iPhone 4) cause refresh issues when launching Apps?

I recently bought an iPhone 4 and have noticed some strange behaviour when launching apps that I DON'T see on my iTouch (2nd Gen).
Essentially, I use apps (i.e. for football/hockey pools) that required you to provide your email/pw, etc... What I've noticed on the iPhone4 is that when ever I let the app go to sleep (or simply close the app via Home button) if I come back to it later it NEVER refreshes!
Contrary to that, on my iTouch (2nd gen and same firmware as iPhone4) if I re-launch the app, it ALWAYS manages to refresh the contents of the app. It's like it KNOWS to re-login automatically and fetch new data, whereas the iPhone4 doesn't.
Is this a known issue in iPhone4? My guess is it might have to do with mutli-tasking (since this is NA on my iTouch). And does anyone know of workarounds/fixes for this? It's extremely tedious and a usability issue imho.
