Wrong. Facetime uses the data network only and does not use sms at all. Do not post unless you know what you are talking about.

Data network (emails) are used on ipods only, on iphones SMS is used for Facetime or iMessage activation.

No it is not and if they are charging you then they are wrong. You can only use facetime on wifi only so cell phone data is not used at all.
You obviously didn't read the OP's post. She asked if she gets charged for using facetime not activating it.
I hope I did 🙂 Activation SMS is sent each time you change sim card, each time you switch your mobile off/on etc... with my humbe option these are charges for using it or not?
If you are using an unsupported carrier, you may be billed for the International SMS messages used to activate facetime. No supported carrier, with your account properly provisioned for use with an iPhone, will charge for these.
If you choose to use an unsupported carrier, you'll have to pay the charges or work it out with them.
What is that unsupported carrier? I've bought my iphone brand new on T-mobile.cz eshop and using it with T-mobile CZ network. As far as I know all carrier providers in whole Europe charge these SMS with international rate.

AND your account is properly provisioned for the iPhone, then you should NOT be charged for these messages. If you are being charged (assuming you're not roaming at the time) then contact your carrier.
That is NOT normal.
T-Mobile is not a carrier that is supported by the iphone.
T-mobile Czech Republic (Europe) is listed on your list. I've talked to the lady on T-mobile hotline and was told that they do charge these SMS.

T-Mobile officially supports the iPhone in many of the countries around the world it operates in, and is included on Apple's list of supported carriers linked above multiple times, including in the Czech Republic where myklcz is from.
Guys, don't take me bad... I just want to point to the fact that facetime and imessage charges might be applicable, maybe not in US (AT&T) but here in Europe (and as far as I know in Australia and Africa) yes. I don't know any carrier in Europe who does not charge these SMS (maybe UK providers because these SMS are local).
