If I remember correctly, Apple said they are making the FaceTime technology (which is really just a combination of open source technologies) open for developers. Although the purpose was so that it could easily be ported to Android apps, it shouldn't be too much trouble for a skilled developer to port it to Windows.
So no, we don't have to wait for Apple. Just anyone who wants to take on the task.
