Redeem foreign iTunes gift card in another country

Redeem in another country.

I live in the Czech Republic and my iTunes account stopped taking my debit card when I updated.

So I purachased a 25 Euro gift certificate in neighboring Austria and brought it back to Czech and can't redeem it.

How can I redeem it?
Why can't I register a new payment method from here in Czech (my home account and country is the USA)?

To make iTunes purchases, you must use the store for the country you are physically located in.
To make iTunes purchases, you must have an iTunes account for that country store.
To make an account for that country store,
- you must have an iTunes Gift Card specific to that country and and a mailing address in that country.
- Or you must have a credit card issued from a bank in that country and a billing address in that country.

Doesn't matter where you purchased the iPhone.
