How to change Wallpaper on iPad

OK... Here is an easy question but I can't figure it out... How do I change my iPads wallpaper and logon screen to a wallpaper/picture I want (Not one of the Apple wallpapers which comes with the ipad)?

Dual 2.8 Quad Mac Pro, Mac OS X (10.6.4), iPad 64GB WiFi+3G; iPhone 4 32GB; iPod Classic 160GB; iPod Touch 64GB

On iOS 10 it's done via Settings > Wallpaper . If you don't have that setting is the iPad a work or school iPad or do you have a profile installed (e.g. via a work email account) that is hiding the setting ?

If you can select any image, either in Photos or any app, and get a 'sharing' box displayed, then tap that box to see the 'Use as Wallpaper' option.

Maybe this wasn't such an easy question after all...

Basically... I downloaded or created a link to a picture on the internet and I'm trying to make it my background wallpaper for all screens...

Help!?!? :o)

Go to the Settings app... Click on Brightness and Wallpaper... Click on >... From there you can pick from the default wallpapers or from images that you have saved to the iPad.

How do I change my wallpaper without the Wallpaper setting? Mine is gone. There's no option anywhere that lets me change my wallpaper. Including under Display and Brightness.
