How to change Wallpaper on iPad

On iOS 10 it's done via Settings > Wallpaper . If you don't have that setting is the iPad a work or school iPad or do you have a profile installed (e.g. via a work email account) that is hiding the setting ?

How do I change my wallpaper without the Wallpaper setting? Mine is gone. There's no option anywhere that lets me change my wallpaper. Including under Display and Brightness.
