If that's the OS version it says it requires then that's what's needed. In some cases you may find that a software package has requirements but it is really just a particular component or feature that has that requirement. If you can live without that component you may be able to run the package. I don't know if that's the case here.

Your computer is probably capable of running Leopard or even Snow Leopard. If you really need this software you could upgrade operating system. Realize that if you do that you may lose some older software, though that mostly applies to Tiger users with PPC, not Intel, computers.

It's going to be pretty sad if I cannot even use the most updated office on this operating system. Aren't the updates suppossed to work with older systems??

Even use the most updated? That's the problem with updating just along one or two lines of items. Eventually those lines outrun the others. I was content with all my old software but kept on having to upgrade browsers in order to be able to read online e-mail. Eventually I had a computer on which 90% of the software was in perfect harmony except my browser. Basically if you're content to run an older version of Office then you'll find you don't need to upgrade other things too.

No, updates aren't supposed to work with older systems. They may extend back a generation or two but Tiger is now third generation. Most new software is not being brought out with Tiger in mind and that goes double now that Apple has switched to Intel chips. We don't have to like it but that's the way it is with the computer industry. Some people have to always have the newest and buy a computer every year and update software the instant new versions come out. I hold out for as long as possible and usually make my computer and software last 5-8 years before it become intolerable to use.
