IOS Developer Program compatible with PC

Hi,

I had an idea to develop an app and decided to create it myself.
Is the IOS developer program compatible with PC's or will I have to purchase a Mac?

iOS applications can only be created on an Intel Mac.

If this is an application that can use a game engine like Shiva or Unity3D, you can develop the entire game and test on a PC. You will still need a Mac (or run OS X from VMWare on PC) to build the application for submission to the app store, as well as to sign and deploy to your test device.

Okay what if I have a pc with OS X and Xcode installed, and I'm developing an iPhone app using my iPhone as the test device?

SUrely that would work since the test device is Apple, right? It shouldn't matter what device the app is developed on (?)

That would be a violation of the OS X EULA. OS X can only be installed and run on Apple-branded hardware.
