That one can indicate a damaged set of GEAR drivers (iTunes uses those for burning/importing).

One way forward is to manually remove your GEAR drivers as per:

[DRIVERS: Windows - Updating, removing, 64 bit versions, etc|http://www.gearsoftware.com/wiki/index.php?title=DRIVERS: Windows_-_Updating%2C_removing%2C_64_bit_versions%2Cetc]

... and then reinstalling the GEAR drivers from here:

i have still not found a resolution to this issue. the suggestions for gear drivers made my issue worse by causing my computer to stop recognizing my cd drives (which i remedied using microsoft fix it), but i've since tried several times to uninstall and reinstall itunes. i still get this error:

*iTunes was not properly installed. if you wish to import or burn CDs, you need to reinstall itunes.*

this is really starting to get on my nerves, as i'm still completely unable to burn CDs from itunes...

need help on this a.s.a.p.

thank you (anyone) for any help you can offer...

I had my CD killed off by Gear Software's drivers many years ago when I installed Symantec Norton Ghost. It is one of the other few pieces of software that uses the drivers. You're lucky MS fix-it got your cd working. Gear Software's advice, driver uninstall, directions failed to restore the cd.
A system reinstall did, but reinstall of Ghost (gear software drivers) killed it off again.
Symantec Norton washes their hands of the issue and left me with Gear Software for help.
