Wont let me click on wifi settings on 2nd gen itouch

i go to settings i click on general then go to network settings and it is unhighlighted and wont let me click on it to do anything i cant turn wifi on or adjust anything the only thing i can do on the network settings page is mess with the vpn thing please help me

Try in this order:
- Resetting network settings: Settings>General>Reset
- Resetting the iPod:
Press and hold the On/Off Sleep/Wake button and the Home
button at the same time for at least ten seconds, until the Apple logo appears.
- Restoring from Backup via iTunes
- Restoring to factory defaults, also via iTunes

ive all ready done the network settings reset before and i cant do the complete reset due to my computer with itunes and my music on it going down but if it helps i have the 4.2.1 OS and its a 32gb

ok so ive done the complete reset and erase not the hard reset now i just need to get it resynced but that is gonna have to wait cause of my tower going down so i will let you know what happens when it is back up and running wish me luck

so even the hard reset and factory restore to 4.2.1 didnt work which leaves me to believe there is a major bug in the OS if someone can help me further that would be nice
