I cant install cacti using a port

I install macports

but i cant install cacti using a port

sudo port install cacti

I asked for help in the community and they responded macport

Follow the directions. Apple, for whatever reason, moved one of the header
files from the runtime to the developer package as part of the 10.6.5
update; MacPorts has no control over this.

but when I do all the instructions the error still is repeated

how can I solve this problem
