You do not saw whether your FaceTime worked at one time and stopped or if it has never activated.
*If your FaceTime worked previously*, restarting or restoring your iPod might fix the problem.
*If FaceTime has not successfully activated*, consider any of the following you've not already used:
(1) The help and "Troubleshooting" suggestions here (date/time, must be working email address, ports must be UP-n-P forwarding enabled, etc.) may help you:

(4) If you are still having trouble, changing the iPod's DNS numbers to Google's
8.8.8.8,8.8.4.4 has helped many users.
You do this in
Settings > Wi-Fi. Tap the
to the right of your Network's name and enter the red info
EXACTLY into the "DNS" line there.
