Is there any way to connect a Facetime Video call with a Skype video converstaion?

Perhaps more a relay than a " connect", but you could establish Skype video on a computer and point that computer's webcam at a different device that is running your FaceTime video. If you need to make the video relay bi-directional, carefully position the FaceTime device so its camera can view the computer's display.
If you want to try to relay the audio, too, you will need to be careful about speaker placement and volume/mute settings in order to avoid severe audio feedback.
