Iphone sent in for OOW replacement via repair, but was sent back.

So i dropped my phone into the toilet a few weeks back and have went though all the steps to fix it.

I sent it to milliamp and they said it had a dead logic board and couldnt be repaired.

I took the plunge and spent the 220 bucks to send it to apple to get repaired/replaced.

I knew they werent going to repair it, but what i didnt expect was that they would send it back. Heres what i just got-

+Your IPHONE 3GS has been inspected by Apple technicians, who have determined that the cost of repairing it exceeds the cost of replacing it with a new product. As such, Apple is unable to service your product as you had requested and is returning it to you unrepaired. You should expect to receive it within two business days along with a letter that gives details of this assessment.+

Now i havent gotten it yet, but im thinking, shouldnt they have just replaced it? That IS what i payed for. Or are dead logic boards not included?

For example, an iPhone that has failed due to damage or liquid damage is eligible for Out-of-Warranty service. However, certain damage is ineligible for OOW service, including catastrophic damage, such as the device separating into multiple pieces, and inoperability caused by unauthorized modifications.
