Safari opens only page one of a PDF file

is it the same in a New User Account?

and is this when they're displayed within the Safari window, or downloaded & opened in Preview?

I'm not sure what you mean by a new user account.

The logic is only that it's a much quicker & more thorough way to maybe eliminate every setting & file within the user account - rather than go through each possibility individually.

Still, if you're not an admin - try moving the file

~/Library/Preferences/com.apple.Safari.plist

file to the desktop - you can paste the above into Safari & be taken right there, then restart Safari & test a pdf.

Same with the entire Safari folder

~/Library/Safari/

but don't trash it, you bookmarks & extensions (if any) are in there.
