Not charging while plugged into computer?

My iPad says "Not charging" when it's plugged into my computer...
is it supposed to say that? Why won't it charge in my computer? My iPhone and iTouch do.

Windows, iPhone OS 3.1.3

Your iPad requires more power to charge than an iPhone or iPod. Many USB ports do not provide enough power to charge an iPad except for very slowly. It has nothing to do with whiter or not the computer is plugged in. This is why the iPad, unlike the iPhone or iPod comes with a wall charger. Charger it with the wall charger and you'll be fine. What you are seeing is perfectly normal.
