If rebooting doesn't seem to be working, then it must be software related.

Make a backup of your current iPod Touch and then restore your iPod Touch to factory settings. Before restoring your backup to your iPod Touch, try to see if the App Store will load and work. If it does, then your settings before were causing your iPod Touch to crash. If not, then you may want to go and restore your backup, then just buy apps from your computer, assuming you have one.

Please remember my post is a suggestion. It will not be my fault if your backup does not get applied correctly or if restoring messes up your iPod Touch. Your decision is yours, not mine.
