That statement is absolutely false. Fact is, the $29 upgrade disk contains a full copy of Snow Leopard and will in fact update an Intel machine running Tiger to Snow Leopard, *assuming all other requirements are met*.
Sorry for the double post but to drill down more specifically into your quote, a previous requirement of the $29 Snow Leopard upgrade is that you're already running OS X 10.5, not 10.4. Please refer to the Snow Leopard page on Apple.com for further reference:
