Restore error code 1013

I am in a seemingly infinite loop of trying to restore my iPhone 3GS. Every time i attempt to restore I get an 1013 error code.

I have followed http://support.apple.com/kb/TS1275 but to no avail. Anyone have any tips?

iPhone 3GS, iOS 4
