Verizon has just started selling iPads (WIFI only, no 3G) and has some pretty good deals (and a pretty reliable data service). They aren't alone by any means.
If you have a smart phone and a data plan already, you
may be able to use the phone as a hot spot. Depends on your carrier and phone.

I actually purchased my iPad at Verizon along with their mobile hot spot - the MIFI2200. They were offering a combo deal back in October. It was featured on Apple's website. That's how I heard about it.
There are certainly other options available but the MIFI2200 has worked out pretty well for me. Using it truly as a mobile on the go hotspot, I love it. I use it with my iPad, iPod Touch and have also used it with my MacBook Pro at home just for kicks.

Having the usb modem already was the reason I purchased the travel router. We travel a lot and the modem can connect straight into our Macbooks or set up as hotspot to connect both computers and iPad. I DID NOT want to get another account hence the reason I didnt buy 3G iPad. The travel router also connects to ADSL if needed.

Not sure you can with the iPhone. You might chek the app store to see if such an app exists.
