Annie, I find your statement hold true for me in the finance category here in America. However, I believe it has to do with the default sorting of "featured" apps. Try setting your sort to name and see what happens. Also, what categories are you searching?
A converse question has come up several times on these discussions: how can I find materials in other languages in iBooks and the apps store. The answer is you are bound to the app store where your credit card is issued and a physical address served by that app store. Which most likely means you can not restrict your app store, also.
Easy solution is to just ignore the non-English language items that come up.
The "easy" solution isn't so easy when most of the apps that come up are in foreign languages although they are show as English language apps. This an app store problem not a user problem
Can't tell anything about the App when you can't read the text. Why does the App icon goto the page in a language according to the connection IP instead of the settings? I am serving in South Korea at the moment and can only view the Apps page in Korean but all my settings I can find are in English.
Guessing at an app that costs money is NOT an option!
If you are a member of the U.S. Armed forces I would recomend that you use your home of record as your address in your iTunes account and this would solve most of your problems. Also buy itunes gift cards on base at the PX. I set my Account up for my US address even though I live and work in Poland. The only problem I have is getting gift cars so I can add $ to my account. I just ask my boss who comes to Poland at least once a month to buy them in the states for me. works quit well.
In some countries that will not work since they use the IP address of the iPad to determine what Itunes store is allowed. It is also against the terms of service of the iTunes store to use a iTunes store outside of the country you are in.
