No ringtones tab in ITunes

Have Iphone 4 using OS 4.2.1. Am attempting to download ringtunes without success. Went to store, purchased ringtunes. They show up in music library on PC and Iphone, but not in ringtone selection on Iphone. In ITunes on computer I do not have a ringtone tab as discussed in many other posts. Left to right my tabs are: Summary, Info, Apps, Music, Movies, TV Shows, Photos. But no Ringtones as discussed in most other posts. Suggestions? Help

If the ringtones are not under ringtones, then they are NOT ringtones.

They are only songs/sounds that can be used as ringtones.

There are several free ways to create ringtones from nearly any song/sound file. google will find them.

The only place to buy ready made ringtones is from the iphone itself - the ringtones section, not the music section, of the itunes app.

I just did the following:
On the iPhone I went to the iTunes store, ringtone section. I "bought" 2 ringtones that I already bought on the Macbook Pro. When I "bought" them the iPhone put up a dialog box stating that I already purchased these, and if I wanted to "buy" them again. I hit Yes. They are still not available as a ringtone to select from those that come on the iPhone already.
