iMac G5 Powers on. Diagnostic LEDs 1 and 2 light. No chime, no fan motion

Howdy,

Have an iMac G5.

When the power cord is attached, diagnostic LED 1 illumimates.

When I press the power button, the front light illuminates, the hard drive spins up, and diagnostic LED 2 illuminates. The fans do not move at all, and the computer does not chime.

If I remove the RAM, it does the same thing and does not beep.

Thoughts?

I have an imac G5, Diagnostic LED 1 was on when the computer was connected to a power source, and LED 2 powered on momentarily. So, I followed the guide and bought a brand new power supply and put it in. Now exactly the same thing happens with the new power supply. The logic board seems sound, no bulging capacitors (just from looking at it, and from noticing that LED 2 does actually go on for a second.)

What do I do now?
