Converting a template to A4 from US Letter

I've just downloaded Pages from the new Mac App Store and have hit my first snag. I want to use a template, but on A4 paper. This mean a lot of laborious resizing, which defeats the purpose of templates (and is a bit of an slight to us in Europe where A4 is standard). My problem is that I can't get the background fill to adjust to A4 dimensions. Instead of resize handles, I get an X on the four corners. So, clearly this is driven by the size of the margins. I am unable to adjust the margin width in either the "Layout" or "Document" sections of the inspector. All fields are locked and cannot be edited. Any idea how I can stretch the background fill or adjust layout margins? (I'm using the first newsletter template.) Help would be much appreciated.
