Double quote "special character" mode

When I press the double quote key, for some reason OSX enters "special character entry mode" (for want of a better term). It turns the next character I type into a non-ASCII character - for example, double quote -> e is ë, etc. I guess it's some kind of language-compatibility mode. My question is, how do I turn it off?

Mac Mini, Mac OS X (10.6.5)
