I just bought this iPad, i haven't even owned for more than two weeks and already having this problem. I tried the the "Hard Reset" which is when you hold the standby button and the home button until you get the little silver apple. Then i connected the power cable again and no little lightning bolt on the battery. I left it connected while it was at 95% to see if maybe it's a glitch or something but then charge went down to 94%. I turned it off, then i plugged the power cable again and it automatically turned my iPad on, but it wasn't charging. The only change that has happened to the iPad besides just surfing the web was an update to a game app called Zombiesmash HD. Could this update possibly have messed up my iPad?

    Hi and welcome.

    First make sure the iPad will charge. Connect it to your computer using the USB cable that came with your iPad.

    If the iPad won't charge, just to rule out the app you installed, launch iTunes with your iPad connected ot your computer. Make sure iTunes recognizes the iPad under Devices on the left side of the iTunes window. Now select the Apps tab from the menu. Deselect the box next to the Zombiesmash app.
    Then click the Sync button bottom right side of the iTunes window.

    That should sync your iPad but without the game installed. Now restart your iPad. Press and hold the Sleep/Wake button until the red slider appears. Slide your finger across the slider to turn off iPad. To turn iPad back on, press and hold the Sleep/Wake until the Apple logo appears.

    Now disconnect the iPad from the computer and using the 10W power adapter and cable, see if the iPad will charge from a wall outlet.

    Alright so I tried the erase all content and reset settings before I read your reply, so now I need to sync the iPad to iTunes because it's as if I just took it out of the box (Won't do anything until connected to iTunes). I hope that sync thing works, it's too bad I didn't try that before I deleted all my content. I really hope I don't have to send it in because being in the military I am not exactly in one place all the time.
