iTunes on Windows not recognizing iPhone 4 Apps

I've hooked up my iPhone to my computer at work, I've opened up iTunes, done all the necessary signing in, but all my phone's apps show up as ghosted out images, I've tried syncing the iPhone, but the apps remain ghosted. Any theories as to why, and how I can resolve this?

Have you authorized this computer: Store>Authorize this Computer.

A warning:

By design, the iphone will sync itunes content with one computer at a time. Any attempt to sync such content with a second computer will result in ALL itunes content being first erased from your phone & then replaced with the content from the second computer. This is a design feature and cannot be overridden. So, if you've never synced with this computer, that's what's gonna happen.

Yep, I authorized the work computer as well. That computer has no music saved on it.
