Get error 403 when trying to download from MAS

Hi!

When I'm trying to download any program from MAS, I get 403 error. The same with update.

App Store for iOS works fine.

I tried:

- reboot
- reinstall MAS
- different account
- hide with tor
- change password
- change language

Using 10.6.6 with all updates. MBA late 2010. Location – Indonesia, tried with USA and Russian accounts.

MacBook Air (late 2010), Mac OS X (10.6.6)

Same problem here. No matter what I try to install, including newly purchased. It worked properly for the first app.

I've tried removing the MAS and then reinstalling 10.6.6 from the combo installer, I've deleted all related preferences, deleted system and user caches, restarted the entire computer after each attempt. I just cannot make this error go away.

The console reports the error as:

Hi,

App Store for iOS works fine.

That's the App store on iTunes for iOS devices. The Mac App Store is for the Mac OS X running Snow Leopard v10.6. It can be confusing at times.

Try installing the v10.6.6 combo update here.

http://support.apple.com/kb/DL1349

Then repair permissions. Launch Disk Utility. (Applications/Utilities) Select MacintoshHD in the panel on the left, select the FirstAid tab. Click: Repair Disk Permissions. When it's finished from the Menu Bar, Quit Disk Utility and restart your Mac. If you see a long list of "messages" in the permissions window, it's ok. As long as you see, "Permissions Repair Complete" when it's finished... you're done.

If you see any warnings re: SUID messages, they can be safely ignored, information here: http://support.apple.com/kb/TS1448?viewlocale=en_US

Restart your Mac.

I talked with AppeCare, and they told me this:

+I am sorry to hear that you are experiencing these issues even though you have tried different internet service provider. However, the error "403 - Forbidden" indicates that this is an issue related to the internet connection access.+

+Again, I would have to refer you to your internet service provider as we do not believe this is an issue related to the Apple software. You also have the option to contact one of our Apple Authorized Service Providers in your region, to see if they would be able to assist you. You can find the closest service provided on the following link: http://www.apple.com/asia/buy/locator/svcindex.html+

No, changing the DNS servers won't work.

It's a shame that Apple doesn't understand what their own 403 error means, and that the 403 error doesn't provide any more information.

What this error means is that you have exceeded the "download cap" that your Internet Service Provider has set for you. You have gone over your allowed download usage. Some ISP's will limit you to a certain MB size per download.

This is an ISP problem, not an Apple problem. Talk to your ISP.
