Welcome to the Apple Discussions.
We are all fellow users on here and not Apple so will not be able to tell you definitively why the app store declined your card. But some of the typical reasons might be not having the expiration date entered correctly, the security code not entered correctly, mailing address that does not match that of the card, and so forth.
You might try calling the Apple customer service in the UK to see what they say. In the US that is 1-800-MY-APPLE
