I have been also trying to find a reason for such a painfully slow downloads of movies from Apple, so slow I can walk to the video store rent a movie, watch the movie and walk back faster than it takes to download from Apple..and the store is 1.5 km's away!
Perhaps that is the answer for the problem, stop using Apple's "service" then they may do something about it.
It is very frustrating, in particular the lack of any comment from Apple as to a plan to fix
I moved from OpenDNS back to my ISPs DNS server and saw a 20x speedup on the same 3GB movie. I'm in the US, and have been seeing massive slowdowns in iTunes on weekend evenings over the past 6 months.
I have rented two movies from Itunes recently and it says it will take days to download. I have a Verizon FIOS 75Mbps download speed. This is the LAST movie I will rent from iTunes!
Apple Support, I have just bought 3 movies 2 from my account and 1 from my wifes account and both systems are stating that it will take 2 days to download. I have a FIOS 150 megabit per second up and 150 megabit per second down busiuness class fiber service to my location. I have tested downloading 10G files from two other locations and both work fine. I additionally went out and have tested doing speed tests (http://www.speedtest.net/) from over 10 other locations all over the US and all are over 75 magabits per second download speeds with a few give me 100 and 125 megabit per second speeds. What is wrong with your servers or your internet connection????

Did you my earlier message. If you are not using your ISPs DNS (Google DNS) the bottleneck might be the path from Apple's servers to your ISP. I had 50MB but was experiencing 2 day video downloads.
