What you need to do is uncheck all of your ringtones in your device sync, then sync the phone with no ringtones and then go back to ringtones check them and re-sync, they should be on the phone then. It worked with my 3Gs.
I'm having a similar problem with my iphone 4s. I purchased two ringtones which have worked fine. Yesterday, after synching, I noticed that the ringtones are not on the phone. They are in itunes, are checked and when the iphone is connected and a synch in progress, the 'synch in progress' icon shows next to the to ringtones, but they do not transfer. Any ideas? 😕

I had the same problem. Tried all the sync, not sync, authorize, deauthorize - no luck.
I deleted the ringtones from within iTunes (move to recycle bin). Then dragged them to the desktop, then imported them back into iTunes. From there they sync'd just fine.
I still have the same ringtones ghosted into the list on my iPhone... but its working now.
Grab the ringtone, drop it in the itunes library if is not there yet. Once there with the phone connected to itunes grab the ringtone from the itunes library and drop it in the left side pane of itunes where your iphone shows. then sync again

I'm having a similar problem and am very frustrated. I've tried all the suggestions and keep getting an error on my phone that iTunes could not sync two items and the two it couldn't sync are my ringtones. All was fine yesterday but today I had to reset my phone due to battery issues and after everything was restored, all was fine except for my ringtones and no matter what I try, I can't get them to sync. Any suggestions?
