iPhone 4 completely dead and wont charge

My iPhone 4 has been refusing to charge completely lately, and I have been observing it over the last couple of days. Whatever charger i'm using, whether it be my dock or a simple USB cable, the phone will charge and then not charge, and it will keep on flickering like this. The problem I'm having now is that the phone is completely dead and it will start charging and then stop. I cant do a hard reset because the phone is completely dead. Is there anything I can do? Or do I have to take it to apple?
