A good choice would be a used or refurbished MacPro.
You really don't want to run FCS on a Mac Mini...
and definitely not both. -

With regards to both FCS and your website running on the same machine.. NO problem. The web server root is /Library/WebServer/Documents/ that is where the index.html goes and that is what will be served to web browsers when they connect too you server @ http://www.foo.com and the will still be able to get to you FCS @ http://www.foo.com/finalcutserver -

Then you could put the database on the system drive, proxies on the second internal, and primary reps on a large external. -
