VPN does not accept Wi-Fi connection

I face the following problem when trying to establish a VPN connection over WiFi.
We have a WiFi network here that only provides internet access via VPN tunnels. Without VPN/authentication, no external traffice is allowed.

My iPad connects to the WiFi and correctly receives an IP address, but since there is no internet access, the WiFi symbol does not appear in the status bar. As a consequence, the iOS VPN client seems to assume that there is no connection at all and refuses to connect to the VPN server - which is actually perfectly reachable, as tested with my MacBook.

Any ideas how to solve this?
