Can't add new mail accounts

Try a hard reset by pressing and holding down on the sleep button at the top of the iPad while holding down on the home button at the bottom, until the Apple logo appears and the iPad restarts. Launch the settings app again and see what happens.

Or maybe the settings were disabled in restrictions? Do you use a passcode?

If you are using a passcode, go into settings ....then to general ...then check restrictions ... if restrictions are on ... check accounts. If restrictions are on, you can't make changes to mail accounts if set up that way.
