iTunes Will Not Come Out of Activation Mode

I can't seem to get iTunes out of Activation Mode. I use the command:
“C:\Program Files\iTunes\iTunes.exe” /setPrefInt StoreActivationMode 0
It always says Activation Only in the Help menu. Any ideas as to waht do do?
