Was 30 minutes late for the appointment as the traffic in to Brighton was insane so I missed by turn and the Genius said I would have to wait 3 hours for a free space or he could help me inbetween his appointments. I chose to get helped between and he tested it to see if it was a software issue which it wasn't so he gave me a brand new iPad all within 20 minutes.
Very pleased although I might sell the new iPad to fund a new MacBook, still not sure. -

Will get that from Churchill Square.
I've lost faith in Solutions after they refused to help me over a Mobee Magic Mouse charger debacle, so I'm not buying anymore stuff from them -

Since I am overseas and this wasn't bought from Apple directly, but was new, what should I do? Should I wait a few months until I am back in the US or can I get a new one from an Apple Reseller? I bought in September of last year.

This is not a defect with iPad, though. I have had my iPad1 for nearly two years and about a month ago, it started to exhibit this "ghosting" problem, too.
It's a defect or artifact that any type of new, modern LCD screen produces over time
LCD and Plasma type screens over time develop this issue. It's a modern screen equivalence of computer screen "burn in" that happens with old fashion CRT screens (sort of).
That's why computer screens and OSes had provisions for screensavers and wallpapers.
To keep the screen phosphors ( or in the case of LCDs, the Liquid Crystals) always being excited in random places at quick intervals so that the same phosphors or crystals wouldn't be activated or excited in only one particular area of the computer screen.
This "ghosting effect" is called image persistence.

It's curable only if either leave your iPad off for many days or leave a completely white image on your screen for a similar amount of time.
Our iPads actually need some some of screensaver to keep this effect from happening.
There are many times where our iPads liquid crystals are always "on" or getting constantly "excited" in the same places on the iPad screen area. We need a way to have something like a screensaver to keep the screen crystals from being always energized in the same screen area locations much of the time we are using our iPads.
Since, I use mine, practically, all of the time, the screen crystals are always active many times in the same locations except when I am playing videos or games.
