Home button programming on iPhone 4?

Is it possible to program the Home button on the iPhone 4 running the latest iOS? I know the 3G allowed you to specify an app (I want it to be Camera) to launch when you double-click the Home button, but I cannot find a way to do this with my iPhone 4.

Please tell me Apple didn't actually disable this preference, right?
