When I go into mail on the Ipad, i am only able to see approx 20 email messages, yet i have 100 or so in my inbox on exchange. I changes the settings to show 200 messages, yet the inbox still only shows 20 or so on the Ipad. How do i see more?
When you make the change on Settings > Mail > Show it is keeping the check mark at what you want? And have then tried exiting Mail and restart Mail to see that it has kept your setting?
If it is keeping the setting and still not showing the right inbox amount, try a power down and restart and see if the iPad acts right after that.
That brings to mind some problems people were having with Exchange a month or two ago...have to see if I can remember that series, may have to some searches and see what turns up. From what I remember it was Exchange settings and not iPad settings,but I could be misremembering 🙂
I had the same problem, you have to set your Synchr. e-mail to 1 month. You have to do this by going to your settings menu, mail/Contacts/Agenda, account, Synchr. e-mail 1 month.

*But this is what I did*. I set my Exchange account to Mail Days to Sync - No Limit - and I get all of my emails and always have. If changing to one month doesn't work, set - Mail Days to sync - No Limit. Works fine for me. If this gives you more messages than you need to see, then go back to a lesser limit.
You may want to change the setting, quit Mail, reboot the iPad and then open Mail again and see what kind of results you get.
