No Mail Rules Toolbar Button or Context Menu Item?

Hi All:

Is there a way to add a button to the Mail toolbar in OS X that takes one immediately to one's Mail Rules?

Also, is there a way to customize Mail to place 'Create/Modify Rule from Message' in the context-sensitive (i.e, 'right click') menu while reading a message?

I'm getting REALLY tired of having to go to Mail->Prefernences->Rules everytime I want to create a new rule -- or modify an existing rule -- from a message I'm reading. Microsoft Outlook has both the things I mention above....I'd really like to continue using Mac Mail, but please...
