"Web internet location" file opens with wrong web browser

My default web browser is Seamonkey, but there are a few web sites that I want to use with Safari instead. I created a "Web internet location" file on my desktop that points to netflix.com. I used Get Info to configure this file to open with Safari. However, when I double-click on the icon, it opens in Seamonkey instead.

I do not want to change my default web browser. I just want finder to open this one particular URL in Safari.

Intel Mac Mini, Mac OS X (10.6.6)

I don't know if there's anything simple that can you do to change that behaviour since those weblocs seem to get automatically passed by the Finder to the default web browser whatever you set Open With in the Get Info window. However, you can use Open With in the contextual menu to select the alternate browser directly: that works here.
