The Message app that comes with the iPad is missing on my sons iPad. How do I get it back?
What iOS version do you have? Since iOS 5 (i)Message is always installed. Please let me know;)
The Apple Messages app was added by iOS 5. You need to update to iOS 5

To check version go to Settings>General>About>Version
Have yu tried using the Spotligh search to try to fin it? Maybe yu just can't find it?
If you go to Setting do you find a setting for Messages? It is a green icone with a white cloud.

What generation iPad do you have?
If you are currently using iOS 4 you will need to update to at least iOS 5 for iMessage.

Like Allan Sampson suggest you will have to connect your iPad to your computer with the 30 pin dock connector to usb cable then launch iTunes, and then you should get prompted for a(n) iOS update, if not, make sure your iPad is showing under 'Devices' on left hand side, then select your device. Then you should get a window with several panes (tabs). Select the Summary Pane (tab) and in the section labeled 'Version' select 'Check for Update'.
