ATT&T 2WIRE 2701HG-B & TIME CAPSULE & STATIC PUBLIC IP ADDRESS

I have the 2WIRE 270HG-B router disabled through bridge mode, and the wireless function disabled. The connection from here to the TC is wired. Apple Phone Support tells me I need to contact ATT&T to obtain a public, static ip address to finalize the configuration of the network through TC. So, I called ATT&T and they tld me they no longer provide public, static ip addresses for residential customers and that I would need to switch service to become a business customer. Then, they can assign me the ip I desire.

Question---isn't there away to choose or create a public, static ip address in the 2wire configuration settings?
There has to b a way to set this up without switching to a business plan?

I am new to all of this and really appreciate your help. Thank you
