Facetime not working

I am having trouble with my facetime connection. There are times when I call a friend using facetime and it easily connects but most of the time it doesn't. When I start to call, I can hear the ring but when I ask my friend why he or she is not answering he/she tells me that he/she's not receiving any facetime call. Sometimes, my friend's iphone/ipod says it's connecting but it's taking so long to connect. Why does this happen? Is there something that we must be doing or changing in the setting for us to connect?
In addition to this, I have both an iphone4 and ipod touch (4th gen) and trying to connect to facetime using my gadgets just to check but it's also not connecting. Need help.

It sounds to me like your wi-fi network is not reliable or consistent.

Is there something that we must be doing or changing in the setting for us to connect?
