If you've restored your phone and the problem still exists, make an appointment at an Apple store. The phone comes with a one-year warranty. When you restored, was that from backup or setup as a new device? If you've only restored from backup, try restoring as a new device. If that doesn't work, there are no more user troubleshooting steps available. Make an appointment at an Apple store.
