iTunes cannot open apple iphone 4 device

Recently i have been trying to sync my iTunes and put new music and other stuff, but a small box appears and says "The iPhone cannot be used because the Apple Mobile device service is not started". I try to restart my laptop and iPhone 4 but it has been saying it everytime I plug it in. I would really appreciate it for helping, thanks

If your iPhone, iPad, or iPod touch is not recognized in iTunes on Windows, you may need to restart the Apple Mobile Device Service. Find instructions here, http://support.apple.com/kb/TS1567

If your iPhone, iPad, iPod touch or iPod nano (5th generation) is not recognized in iTunes on a Mac, you might need to remove and reinstall the Apple Mobile Device Service. Find instructions here, http://support.apple.com/kb/HT1747

Sorry guys, i havent had a chance to check my replys, i have been busy with stuff. Well i am using an HP laptop. I have tried reinstalling iTunes and have reinstalled Apple Mobile Device but it still does not work. Whenever i plug my iPhone 4 into my laptop, i go and check if the Apple Mobile Device is on in Servives, and it says it is off, i then unplug my iphone and restart it and then plug it back in and nothing happens again. I dont know what to do now. I am sorry again if i take a couple of days to respond to this but i will try my best to go on and check if anyone has replied, thanks alot!
