Can someone please explain "Hotspot" in lay mans terms?

Can someone please explain the new personal hotspot feature and give examples of where and how this works? If you watch the video of Apples presentation it is very confusing. Quotes... "Let's you share your iPhones 3G internet connection over WiF to other devices?" "...getting on the internet from say your laptop is as simple as using Wifi to connect to that Wifi personal hotspot from your phone."

Your iPhone is connected to AT&T's 3G network for internet access and you have AT&T's dataplan pro with tethering/hotspot capability which I believe will cost $45/mo and is not an unlimited data plan, you can turn on wi-fi hotspot with your iPhone and a computer with a wireless card and/or an iPad wi-fi can connect with your iPhone via wi-fi and use your iPhone's internet connection via AT&T's 3G network for internet access.
