Launch iTunes. From the menu bar at the top of the window click Store / View My Account. Click *Edit Payment Information*
Make sure your Security code for your credit card is available. Then click Done.
Now click Store / Sign Out.
Try the app store now. If that didn't help, with iTunes open, from the menu bar click iTunes / Preferences then select the Advanced tab.
Click: Reset warnings and reset cache.
Quit iTunes then relaunch iTunes and try the app store.
