It is nested, but in IOS 5.0 you can. Just go:
Settings>General>Accessibility
Under the Mono Audio switch there is a L/R slider.

Thanks for this info. Now I can buy a new pair of headphones without insisting upon the nearly unavailable and definitely low-end feature of individual volume controls.

If you have iOS7, then you don't have to settle for Mono. Settings>General>Accessibility> L O R
This answers my question and solves my problem and is welcome unexpected news. Thanks.
It's not really buried - it's part of System Preferences > Sound, and you can go there directly if you don't need to set the stereo to mono switch. It's just that you also can get to it from System > Accessibility > [Open Sound Preferences].
Note that you can set different balances for each output device available on your Mac, such as headphones, line out, or digital out. If you check [Show volume in menu bar], you can then access everything directly from the desktop, and if you <option> - click the sound preferences icon in your menu bar, you can set input and output device preferences on the fly.
This is the iPhone section, not the Mac section. An iPhone doesn't have 'System Preferences'.
Just wonodering does this work if you are getting eh digital signal out of an iphone or ipad?
If it happens before the DAC it would, if it only happens after or jsut before the aplification stage it would not as digital docks bypass this feature.
